Regulatory Policy Institute to review Guernsey's utility regulation

Commerce and Employment Department is pleased to announce that it has appointed the Regulatory Policy Institute to undertake an independent Review of Utility Regulation, following the States approval of the Requête led by Deputy Jones in April.  

The Institute is an independent organisation, based in the UK, that has been set up specifically to advise on public policy issues as they relate to Regulation, and to identify ways in which current policy can be improved.  It has wide ranging experience of Regulatory matters.

Dr Chris Decker, from the Regulatory Policy Institute said “We welcome the opportunity to carry out a review of Guernsey‘s utility regime.  Reviews of regulatory structures are taking place in a number of jurisdictions at the moment, but the regulatory arrangements in Guernsey offer a unique set of issues and challenges.  We look forward to meeting with various stakeholders and hearing views as to the purposes, efficacy and possible future impacts of Guernsey‘s utility regulatory regime”.

The Regulatory Policy Institute has already begun its investigations.  An early stage in this process will be a visit to the Island in the near future to begin discussions with a number of stakeholders who have a direct interest in the process of Regulation in the Island.  In addition, there will be further opportunities for consultation later in the investigation process.  

Deputy Carla McNulty Bauer, Minister for Commerce and Employment commented “I am delighted that the Department has secured the services of the Regulatory Policy Institute to carry out the review of the Island’s utility regulation.  Staff at the Institute have considerable experience in the assessment and development of regulatory policy for key utility services in a wide range of regulatory environments around the world, and I look forward to receiving the results of the review in due course”.

The cost of the Review will be £55,000 and the final Report is expected to be completed by the end of October this year.
